Since March of 2000, Conferencing Service Providers (CSP) have been continually raising their rates to recover contributions to the Universal Service Fund (USF) as a result of the FCC decision that audio conferencing falls into the same rules and regulations as telecommunications, as it applies to their assessment fees.
